Licensing for residential builders in BC

British Columbia is stricter than Ontario. There is no general contractor's licence in Ontario; in BC, if you build new homes you must be a licensed residential builder before you start, and the permit desk will ask for proof. The definition is broad enough to catch developers and general contractors, not just the company swinging the hammers.

“Arranges for or manages” is the phrase that catches people

The definition is not about who holds the tools. A developer who subcontracts every trade still arranges and manages substantially all of the construction, and is a residential builder for the purposes of the Act. So is a general contractor running a build on someone else's lot.

If your business model is coordination rather than construction, that does not put you outside the licence — it is precisely what the licence was written for.

Warranty and licence are the same gate

In Ontario you can be licensed and arrange warranty separately. In BC they are interlocked: a warranty provider has to accept you before BC Housing will license you, and the permit desk wants the registration form that proves both. Start the warranty conversation before you plan the build, not after.

The owner-builder exemption is narrower than it sounds

It is for an individual building for personal use, one authorisation per home, with an exam you have to pass. In return you carry ten years of personal liability for defects and the home has no third-party warranty — which also makes it harder to sell and harder to finance.

It is not a way to build homes for sale without a licence.
